Dr. Flashpan is a Solar Scientist who appears in Inspector Gadget.

Dr. Flashpan was one of three Solar Scientist conducting experiments at Stonehenge to see if the stone formations had anything to do with solar power. One by one the scientists began to disappear, with the forgetfull Flashpan being the last to remain. One night, he was taking notes at a table in the Wolfhound Inn when he overheard Inspector Gaget talking about druids and solar scientists. When Flashpan introduced himself, Gadget asked him for advice on his self-made solar heating system at home. Flashpan replied he was too busy with the project at Stonehenge. The Inspector quickly realized that Flashpan was one of the "unmissing, missing scientists". However, Flashpan assumed his colleagues were probably just lost, owing to them having too many things on their mind. But the Scotish peat digger, also referred to by Gadget as "Pete", interjected that all the missing scientist had been taken by druids. He claimed their spirits had come back to protect Stonehenge.
Flashpan told them he was going back to camp and asked if anyone in the Inn wanted a ride to Stonehenge. As he looked around, he found all of the other tables suddenly empty, the patrons having been scared off by "Pete's" words. Flashpan didn't believe himself to be in any danger, but once he got outside, he was surrounded by three tall druids, their faces hidden by their hoods. Flashpan asked them if they wanted a lift to Stonehenge, but they grabbed him and carried him away, despite Flashpan's objections that his car was the other way. Gadget's niece Penny witnessed the kidnapping and told her dog, Brain she was going to follow them.
The next morning, Flashpan and the other missing scientist finished building a giant heat ray at Stonehenge. "Pete" had tricked them into thinking they were working on a secret government project. The scientist had made sure the solar collectors were centered precisely. When "Pete" revealed they planned to use the devide to melt down the Tower of London, Dr. Flashpan was shocked and dismayed. The M.A.D. Agents jumped the three scientist and tied them up to the scaffolding on which the machine had been placed. Before being gagged, Flashpan told "Pete" he would never get away with it, but the Scottish agent replied "Don't be so sure."
When Inspector Gadget arrived at Stonehenge in his Gadgetmobile, the four agents quickly put up their hoods again. Gadget noticed the three scientists all tied up, but assumed they were new freshmen from Stonehenge College. The agents grabbed Gadget and tied him up on a slab, then aimed the solar cannon at the Tower of London. "Pete"'s henchmen uncovered several large mirrors attached to the stones of Stonehenge. These mirrors would reflect the sun's rays onto the heat ray cannon, amplifying them. The mirrors were angled to reflect the sun at it's highest point, and London was being held for ransom. "Pete" told everyone to leave the area, as it was 30 seconds to zero hour. Only he and M.A.D. Agent Dick remained to handle the cannon, while the Scientist were still in danger, tied up close to the machine. Gadget's position was even more perrilous, located in line of part of the solar cannon like a sacrifisical lamb. Brain, now wearing druid's robes, snuck up to the scientists to untie them as well as Gadget. Penny took over the controls of the cannon with her computer book. The light was reflected back to the mirrors and the machine began to overheat and soon exloded. British bobbies arrived on the scene together with Chief Quimby. They escorted the three scientists to safety and arrested the M.A.D. agents.
