Franklin is an overweight brown haired man, and he wears a sailor suit consisting of a white cap and matching shirt, a blue sailor's collar, matching shorts and shoes, and yellow socks.

Franklin doesn't appear to show any emotion while he was digging Gadget's grave.
History[]
When Sadie and Viola trick Inspector Gadget into being invited to their house for their "fan club", Franklin was sent out into their backyard to dig Gadget's grave.
He was arrested along Sadie, Viola and the other old M.A.D. women.
